Understanding Paul's Education Plan

I am a huge Ron Paul supporter, but I can't adequately defend Paul's Education plan.  As it is, American's could not afford homeschooling, or private schools.  This is Paul's plan, right?  I agree; I'd much rather be educated by a private institution than the government.

But, how can we defend these ideas?  For single parent families homeschooling is very hard.  For full time working parents, homeschooling is hard.  For single parents private school is costly.  

 So, what needs to happen for Paul's plan to succeed?  What is the best defense for his ideas on education?  What happens when we do away with the Dept. of Education?  What about the broke states that can't afford to run their own public schools?  Ideally, education would be free from government influence, funding, and regulation, but how do we make this happen?
